The Down And Out Rule refers to the two second penalty added to your time for hitting a cone while on course.
If the cone is "Down" (knocked over) or "Out" (out of the box), a two second penalty is assessed.
Pointer cones (as shown below) do not count towards the total cone count if they are hit.
